Filipa Urbano Calvão considered that the Executive's proposal contains "loose" incentives for the management of public resources in compliance with the law. The president of the Court of Accounts thus showed herself dissatisfied with what she understands to be a weakness in the control mechanisms.
The criticisms advanced by the official did not stop at the prior review. The president warned that the concerns regarding changes to the entity's functioning go far beyond this specific issue, covering other aspects of its performance.
This hearing came to reinforce the existing dispute between the Government and the Court of Accounts, highlighting a conflict between the two entities over how public funds should be managed.
