South Bank to be supplied with water from Castelo de Bode

The Portuguese Government decided by decree that the South Bank of the Tagus River, particularly the Setúbal district, will be supplied with water from Castelo de Bode or from the Tagus River itself, as a way to reduce pressure on the Tejo-Sado aquifer after the supply failures recorded in Almada this year. The Minister of Environment and Energy, Graça Carvalho, announced in Parliament that Águas de Portugal and the Portuguese Environment Agency have 120 days to present the technical solution. EPAL will be responsible for studying the transfer of water from Castelo de Bode, which already supplies Lisbon, to the south bank, ensuring redundancy in the supply system. Experts argue that Almada needs a second water source for greater security and reliability.

A Margem Sul do rio Tejo vai ser abastecida com água vinda de Castelo de Bode ou do rio Tejo. Esta foi a solução encontrada pelo Governo para poupar o aquífero no distrito de Setúbal após a falta de água registada em Almada este ano.

“O Governo determina por despacho a apresentação de solução técnica para reforçar a resiliência hídrica dos territórios localizados na margem sul do Tejo a partir de Castelo de Bode e/ou do rio Tejo”, anunciou a ministra do Ambiente e da Energia no Parlamento esta quarta-feira.

A ideia é ter “complementaridade face ao uso de águas subterrâneas (poupando o aquífero Tejo
Sado)”.

O grupo Águas de Portugal (AdP) e a Agência Portuguesa do Ambiente (APA) têm de apresentar os “elementos requeridos” pela tutela no prazo de 120 dias.

Em julho, em plena crise de falta de água no concelho de Almada, a ministra do Ambiente já tinha adiantado que esta era uma hipótese.

A água captada em Castelo de Bode, distrito de Santarém, já abastece Lisboa e pode vir a ser hipótese para abastecer o concelho de Almada, que tem sofrido na última semana com falta de água.

A ideia é que o concelho tenha redundância no abastecimento, juntando a água de Castelo de Bode ao aquífero do distrito de Setúbal, a atual fonte de fornecimento.

“A EPAL irá estudar e vamos reunir com os municípios [do distrito de Setúbal] para saber também a opinião deles, porque isto pressupõe que eles se unam, pelo menos em alta [captação de água], e haja aqui uma gestão, por exemplo, da EPAL, para que haja uma transferência de água que vem de Castelo de Bode, que alimenta a margem norte do Tejo e que faça também a alimentação da margem sul. E aí ficam com duas alternativas, o aquífero e a água de Castelo de Bode”, disse Maria da Graça Carvalho em julho.

Também o especialista Joaquim Poças Martins defende que o concelho de Almada deve ter mais fontes de abastecimento, além do aquífero Tejo-Sado.

“Para estar mais seguro é preciso ter uma segunda origem. Ou liga-se ao sistema das Águas de Portugal, como a Epal [com água vinda de Castelo de Bode] ou faz uma dessalinizadora. Isto tem solução. Não falta mar a Portugal”, defende o professor da Faculdade de Engenharia da Universidade do Porto, em declarações publicadas pelo JE em julho.

“A própria Lisboa vai, se calhar, amanhã pensar em ter uma dessalinizadora como tem Londres ou Barcelona. Porque a origem é ótima, que é Castelo de Bode e o Tejo, mas amanhã podem falhar. A água vem toda do mesmo lado [Ribatejo]. Seria mais seguro ter uma origem diferenciada, ou a norte ou a poente, mas aqui não há rios nem águas subterrâneas. Faria sentido analisar” esta central, defende, recordando que defendeu este projeto quando foi presidente da EPAL.

“As pessoas têm um nível de exigência absoluto, querem fiabilidade 100%. E isso consegue-se com duas origens”, sublinha, deixando os portugueses descansados: “Portugal não tem falta de água. Esta é uma situação pontual”, segundo o ex-secretário de Estado do Ambiente.
