The Azores complied with the Recovery and Resilience Plan without losing funds, according to economists João Teixeira and Mário Fortuna. However, both consider that the regional economy is "very similar" to what it was at the beginning of the plan.
The main problem identified is related to reduced private sector investment in the region. This lack of dynamization of the private sector is said to have prevented a deeper transformation of the Azorean economy during the PRR implementation period.
The two economists agree that, despite the success in the formal execution of the plan and the absorption of available funds, the practical results for the economic structure of the Azores were limited.
