The law firm Carlos Barroso & Associados currently handles more than a thousand traffic violation cases, many of them related to vehicles that were clamped or towed. Between 2020 and 2024, more than 1.13 million traffic violation notices were issued, with fine payments amounting to approximately 37.7 million euros. EMEL rejects the accusations, claiming it acts within its legal competencies delegated by the Lisbon City Council, and guarantees it will comply with any court decision.
