The National Road Administration (ANE) of Mozambique plans to select in 2027 the future concessionaire of nearly 200 kilometres of the N2, N3 and N4 roads in Maputo province. The process covers the N4 with 96.8 kilometres between Maputo and the Ressano Garcia border, the N2 with 69 kilometres between Matola, Boane and Namaacha, and the N3 with 31 kilometres between Impaputo, Goba and the border with Eswatini.
The anticipation of the tender is due to the approaching end of the current N4 concession, which is managed by Trans African Concession (TRAC), a public-private partnership between the governments of Mozambique and South Africa, with termination scheduled for February 2028. Miguel Coanai, Deputy Director-General of ANE, stated that pre-selected bidders are currently conducting field surveys and preparing technical-financial proposals, which should be received by the end of November.
In January 2025, TRAC announced an investment of 82.3 million euros for the rehabilitation and widening of 66 kilometres of the N4, between Ressano Garcia and the Tchumene interchange in Matola, with an expected duration of 24 months. Coanai stated that anticipating the concession process will allow the selected entity to begin preparing engineering projects while the current concession is still in force, avoiding interruptions in the transition.
At the same time, ANE is seeking private investment for the recovery of the N1, the country's main road axis with approximately 2,600 kilometres, including critical sections and segments affected by rains during the 2025-2026 season. The institution also plans to launch tenders for the concession of some sections of the N1 with the aim of improving drivability and strengthening the circulation of people and goods.
