Luís Montenegro was considered the second most powerful politician of 2026, in a ranking that reflects a particularly challenging year for the Portuguese prime minister. Despite the multiple adversities he faced, Montenegro managed to stay in office and ensure some political stability.
Among the main obstacles of the year was the defeat of the labor package, which represented a significant loss in the political arena. To this challenge were added the consequences of the storms that affected the country, creating additional pressure on the Executive.
The year was also marked by controversies involving members of his government, which increased the pressure on Montenegro to proceed with ministerial reshuffles. However, the prime minister systematically refused these changes, maintaining the original composition of the Executive.
Despite all these difficulties, Montenegro managed to keep the Government standing and also managed to preserve some stability in the poll results, which contributed to his high position in this political power ranking.
