The Minister of Environment, Maria da Graça Carvalho, acknowledged that the implementation of the Volta System in Portugal has faced several problems, including the disposal of packaging on public roads. In statements to Portuguese journalists in Brussels, after meetings at the European Commission, the minister assured that all identified situations are being analyzed and resolved "case by case". The Volta System is a European mechanism for the return of packaging, and Portugal was the 18th country to adopt it, which may explain some of the initial difficulties in implementation.
