The Ministry of Infrastructure and Housing announced that all milestones and investment targets for roads and railways established within the scope of the Recovery and Resilience Plan have been met. The total investment amounts to more than 500 million euros in European Union funds, of which 94% have already been made available, corresponding to 508 million euros. The objectives were set between June 16, 2021 and August 28, 2026.
In the road sector, 154 kilometers of roads were built and requalified from north to south of the country, with particular focus on low population density areas. The investment focused on safety, accessibility, strengthening cross-border connections, completing missing links, and increasing network capacity.
In the railway sector, the ministry highlights the development of a specific transmission module that ensures compatibility between the national CONVEL signaling system and the European Train Control System. Cybersecurity systems were also implemented, and telematics, telecommunications, and signaling systems were developed.
The statement notes that the storms in February 2026 posed additional challenges to meeting the objectives, requiring intense dedication from the teams at Infraestruturas de Portugal and other entities under the ministry's supervision in reconstructing the affected regions. Minister Miguel Pinto Luz classified the balance as an example of what Portugal is capable of, emphasizing that this represents a response that reinforces the cohesion and competitiveness of the national territory.
