The start of the second half of the year is showing a loss of momentum in the urban rehabilitation sector, according to the analysis of the AICCOPN August barometer. Data on the licensing of rehabilitation works continue to show negative development, with 2,960 works licensed in the first half of 2026, representing a year-on-year decrease of 12.5%.
This decline was across both segments, with decreases of 10.8% in residential buildings and 15.2% in non-residential ones. AICCOPN notes that licensing statistics only cover operations subject to prior municipal control, not reflecting the totality of rehabilitation interventions carried out.
In July 2026, qualitative indicators for urban rehabilitation maintained positive development, although with a significant slowdown compared to the previous month. The Activity Level Index recorded a year-on-year variation of only 0.8%, while the Order Book Index showed growth of 6.9%.
Regarding Contracted Production, the companies surveyed by AICCOPN reported, on average, 8.7 months of assured activity at a normal execution pace, slightly below the 9 months recorded in July 2025.
