Monthly variable-rate mortgage payments are set to rise again in September, increasing the burden of housing expenses on Portuguese family budgets. This increase comes in a context of continuous rise in housing-related costs.

In addition to the increase in mortgage payments, rents are also expected to face increased costs from 2027, which should put even more pressure on households.

Regarding social support for the elderly, there has been an increase in the number of care homes and available support measures. However, these support measures reach only 11% of the Portuguese elderly population, revealing a limited coverage of protection mechanisms.

Urban rehabilitation loses momentum at the start of the second half of the year

The urban rehabilitation sector is losing momentum at the start of the second half of the year, according to the AICCOPN August barometer. In the first half of 2026, 2,960 rehabilitation works were licensed, a year-on-year decrease of 12.5%, with declines of 10.8% in residential buildings and 15.2% in non-residential ones. Although qualitative indicators maintained positive development in July 2026, a significant slowdown was observed, with the Activity Level Index growing only 0.8% year-on-year and the Order Book increasing by 6.9%. Companies reported, on average, 8.7 months of assured activity, slightly below the 9 months recorded in July 2025.
