While Court President Edson Fachin read the report, the ministers remained silent for most of the time, consulting documents, reading paper memoranda, highlighting passages, or looking at their computers. In one of the rare moments of conversation during the session, senior Justice Gilmar Mendes briefly interacted with Dias Toffoli and Alexandre de Moraes, who occupy side-by-side seats in the plenary.
The environment also featured reinforced security, with security guards and Judicial Police agents present in the chamber. The session was unfolding under strong tension, as indicated by the participants' posture and the space's configuration during the analysis of the report.
