The Alentejo 2030 regional program reached an approval rate of 53.5%, with more than half of the allocation committed to approved operations, according to data released by the Regional Coordination and Development Commission (CCDR) of Alentejo. This rate is aligned with the average of the regional programs of Portugal 2030, being only surpassed, at regional level, by Lisbon and the North. The commitment rate also stands at 53.5%, while the execution rate is 12.7%, a difference that CCDR justifies with the nature of many supported projects, which involve hiring procedures, licensing, construction, and technological implementation.
The Just Transition Fund (FTJ) stands out with an approval rate of 88.7%, about 34.6 percentage points above the average of regional programs, demonstrating the region's capacity to mobilize financing aimed at energy transition and adaptation of territories to decarbonization challenges. The European Social Fund Plus (ESF+) registers a rate of 64.7%, above the overall Portugal 2030 average of 62.5%, being associated with measures in the areas of qualification, employment, social inclusion, and skills strengthening.
Regarding the distribution of funds, 61.49% of the approved values are destined for private entities and 38.51% for public entities, which demonstrates the mobilization of the regional business fabric and investor confidence in the available financing instruments. The portfolio of approved operations exceeds 568 million euros.
Regarding the N+3 target, the program has already submitted to the European Commission approximately 156 million euros, corresponding to approximately 51% of the target established for 2026. Additionally, there are approximately 34.5 million euros of executed expenditure not yet declared and an estimated certification of over 47 million euros by the end of the year, totaling an estimated execution of approximately 237.5 million euros, equivalent to 78% of the N+3 target. Non-compliance with the N+3 rule, which requires that the 2023 funds be materialized by December 31, 2026, may lead to automatic de-commitment and loss of uncertified funds.
