Portuguese emissions are expected to have risen by 1.6% in 2025, driven by industry and electricity

Portuguese greenhouse gas emissions likely increased by 1.6% in 2025, according to European Commission estimates. This growth represents an additional 820 thousand tonnes emitted by the country.

The increase was mainly driven by the industry and electricity sectors, which contributed significantly to this rise in national emissions.

In the global context, greenhouse gas emissions reached a new all-time high during this period, highlighting the difficulty in reversing the trend of emissions growth worldwide.

France abandoned plans to implement a mandatory national deposit and refund system for plastic bottles, similar to the Portuguese Volta, opting to allow each region to develop its own collection solutions. The decision, announced after three months of meetings with municipalities, companies and recycling operators, came in part due to opposition from city councils, which feared losing revenue from investments made in sorting centers and recycling points, in addition to contesting the so-called "monetization of waste." In Portugal, the Volta system remains operational since April, despite reported difficulties, with the Government announcing increased enforcement and more machines to address problems of full equipment and demand for packaging at recycling points.
