In Portugal, having a valid driver's license does not guarantee that a driver will never be required to demonstrate their driving abilities again. Article 129 of the Road Traffic Code allows the competent authority to order medical evaluations, psychological assessments, a new driving test, or specific tests when there are "reasonable doubts" about physical, mental, or psychological fitness. Situations such as driving in the wrong direction on a highway, committing a hit-and-run, or repeated practices of driving under the influence of alcohol or psychotropic substances can trigger this process. Law enforcement agencies are required to file reports when they detect behaviors indicative of unfitness. Courts can also order evaluations when an offense endangers safety. Doctors also have a duty to report to the health authority any illness or disorder that may affect driving. Refusing or failing these evaluations leads to the expiry of the driving license, according to Article 130 of the Road Traffic Code.
