The Associação Comercial e Industrial de Barcelos – Câmara de Comércio e Indústria (ACIB-CCI) called on the State Budget for 2027 to address problems that affect micro and small businesses daily, including the lack of predictability and excessive administrative costs. After meetings with business owners and Certified Accountants, the association identified eight priority measures it considers capable of producing immediate economic effects and improving the relationship between businesses and the Public Administration.
João Albuquerque, president of ACIB-CCI, noted that the cost of bureaucracy is also an economic cost, arguing that businesses are not asking for less rigor from the State, but rather a more predictable, simple, and efficient State. The association argues that every hour a micro-business does not spend on bureaucracy can be dedicated to production, customer service, investment, or job creation.
Among the eight proposed measures are: changing the IRC advance payment model to allow reducing or suspending payments in case of significant activity decline; creating a predictable tax calendar with a single day for monthly payments (the 25th); a lighter IUC regime for companies with fleets; and the right to correct formal errors before fines are applied, with a 30-day period for voluntary regularization.
The remaining measures include: a priority technical access channel for Certified Accountants on public portals; support of up to 2,500 euros per micro-business for digitization; acceleration of the Commercial Registry, currently with waiting times of 60 to 90 days; and the creation of a tax "current account" for businesses that simultaneously have tax credits and debits.
