Portugal creates and registers, but still digitizes little

Portugal demonstrates significant capacity for creating and registering brands, ranking 4th among 29 countries analyzed with 3,460 brand registration applications per million inhabitants, trailing only Türkiye, France and Cyprus. The country also shows relevant performance in the business innovation category, where it achieves 11th place, ahead of countries such as Belgium and Estonia, and an employment rate of 79.6%.

However, this innovation capacity is not matched by the same level of digital transformation. The adoption of cloud computing solutions covers only 38.7% of companies, placing Portugal in 23rd place. In artificial intelligence usage, the rate is 11.5% (20th place), while the percentage of companies receiving orders through e-commerce is 21.8% (20th place). Across all business digitalization indicators, Portugal falls to 24th place among the 29 countries.

Sweden has the most favorable overall business environment among the 29 European countries, ahead of Denmark and the Netherlands, while Germany, the largest economy in the study, ranks only 5th. Norway has the most productive workforce and finishes in 6th place, and Türkiye is the country that invests the most in relation to GDP, finishing in 19th place. The digitalization ranking closely follows the overall ranking order with a correlation of 0.89, while the investment ranking has a much weaker relationship of 0.14.
