Rapporteur includes safeguard to protect national industry in MP ending the 'blusinhas tax'

The rapporteur for ending the "blusinhas tax," Senator Leila Barros, decided to include in the text of the Provisional Measure a safeguard to protect the national industry, as a way to address pressure from business owners in the productive sector. The joint congressional committee is expected to vote today on the MP that zeros the 20% tax on international purchases of up to 50 dollars.

The tax exemption is maintained in the text, however the rapporteur will include a mechanism requiring the Ministry of Finance to monitor the impact of ending the tax on Brazilian commerce. The government argues that this economic analysis be conducted every three months during this initial phase, switching to semi-annually after that period.

If the monitoring proves that the productive sector is being harmed, the Ministry of Finance commits to sending a project to the Chamber of Deputies with mitigation measures to assist the national industry. One of the measures under study is the tax exemption on domestic purchases of up to 250 reais.

Yesterday, Senator Leila Barros met with representatives of the productive sector to discuss the issue.

Government reserves R$ 44.8 billion for parliamentary amendments in 2027

The Lula government reserved R$ 44.8 billion for parliamentary amendments in the 2027 Annual Budget Bill (PLOA), an increase of R$ 4 billion compared to the proposal for 2026. The amount is expected to be higher after Congressional approval, since in 2026, R$ 40.8 billion was reserved, but the approved amount reached R$ 50 billion. Mandatory amendments are those the government is obligated to pay, while non-mandatory ones depend on available space in the Budget. There are three types of amendments: individual, from state delegations, and from committees, each with its own rules for distribution and application.
