The "Young Creativity" project, one of the winning proposals of the Participatory Youth Budget (OPJ) Portimão 2025-26, will begin to be implemented from September 7th, with a program of nine activities that runs until April 17th, 2027. The proposal was submitted by Lígia Fernandes, a 17-year-old student, and received 356 votes in the second edition of OPJ. The objective is to create a space for practical and creative experiences, offering young people the opportunity to learn different arts and crafts. The activities will take place at Lugar do Rio - Espaço Jovem Portimão, in the Fair and Exhibition Park.

The first activity is a linocut workshop, which takes place between September 7th and 11th, from 2:30 PM to 6:30 PM, led by visual artist and sculptor Beatriz Aboim. Born in 2002 and residing in Lisbon, Beatriz Aboim holds a bachelor's and master's degree in Sculpture from the Faculty of Fine Arts at the University of Lisbon. The workshop is intended for participants with or without prior experience and will cover various stages of the technique, from planning the composition to handling gouges and printing on paper and fabric. At the end, each participant will keep their respective matrix, prints and a personalized tote bag.

The complete program also includes workshops on sewing, bisque, macramé, scented plaster, creative sewing, fabric painting, amigurumi and UV resin. All activities are free, intended for young people between 12 and 30 years old and limited to 12 participants. Registrations can be made through the email address [email protected].

Other winning projects of OPJ Portimão are also moving forward, such as "Minimundo - Education in Action", the most voted with 420 votes, scheduled for January 29th and 30th, 2027, and the project to create an e-Sports space, with 409 votes, which is in the budget request phase. The Portimão Municipal Council also plans to launch the third edition of OPJ, for 2026-27, in the second half of September. In the previous two editions, the municipality made 100,000 euros available per year for the winning projects.

Government reserves R$ 44.8 billion for parliamentary amendments in 2027

The Lula government reserved R$ 44.8 billion for parliamentary amendments in the 2027 Annual Budget Bill (PLOA), an increase of R$ 4 billion compared to the proposal for 2026. The amount is expected to be higher after Congressional approval, since in 2026, R$ 40.8 billion was reserved, but the approved amount reached R$ 50 billion. Mandatory amendments are those the government is obligated to pay, while non-mandatory ones depend on available space in the Budget. There are three types of amendments: individual, from state delegations, and from committees, each with its own rules for distribution and application.
