The Independent Union of Forestry, Environment and Civil Protection Workers (SinFAP) transferred its national headquarters to Viseu, in a decision made by the union's National Directorate. The new headquarters is located at Centro Comercial 2000, Shop 49, in the city center, and is intended to serve as a space for worker assistance and support for nationwide union action. According to SinFAP, this is the first national headquarters of a nationwide union established in Viseu.

The SinFAP leadership considers that the move represents a way to decentralize the union structure and strengthen presence in the country's Interior. The union argues that worker representation should not be concentrated in Lisbon and that Interior territories must have decision-making capacity and presence in national-level structures.

The motto "From Beira to the rest of the country" guides this change, according to the union, which maintains that existing territorial asymmetries in Portugal have consequences for workers' lives, namely in access to services, professional opportunities, and working conditions.
