Reform: only 20% of respondents of working age prepare beyond mandatory contributions

SAPO15 September 2026 at 08:06

A study conducted by ConsumerChoice reveals that only 20% of respondents of working age make financial preparations for retirement that go beyond mandatory contributions to Social Security. This means that the vast majority does not make complementary savings or investments to ensure a comfortable retirement.

The majority of Portuguese people show concern about aging. Among participants over 45, 94% stated they were worried about the topic. This anxiety is also reflected in the perception that respondents have about the sustainability of the public pension system.

According to the study, 80% of interviewees consider that the public pension will not be sufficient to ensure a good quality of life during retirement. This distrust in the public system contrasts with the lack of concrete action by the majority of the working-age population to address this potential gap.

The data suggest a disconnection between the awareness of Portuguese people about the future insufficiency of public pensions and their willingness to take preventive measures. While concern is almost universal, active financial preparation remains limited to a minority of the population.

Why this matters

Readers in Portugal directly face this reality: the majority doubt that the public pension will be sufficient, but few take active measures to prepare. The older ones, who are already close to retirement, are the most affected by this gap between concerns and actions.

Even if the minimum wage in the State rose to 1,030 euros in 2027 it would be "short", says Fesap

The Federation of Public Administration Trade Unions (Fesap) argues that the remuneration base in the public sector should increase beyond 1,030 euros in 2027, considering that this value would still be "short" given workers' needs. General secretary José Abraão argues that the pluriannual agreement in force, which provides for increases of 2.3% (rising from 934.99 to 995.51 euros), was signed in a different economic context and that inflation, potentially above 3%, is causing losses in purchasing power. Fesap will present its claims document for the 2027 State Budget at today's press conference in Lisbon, demanding increases beyond those provided for in the current agreement.
