Fines of up to 50,000 euros for breeding at home: this is the official rule of the Animal Welfare Law for dogs, cats and ferrets

El Periódico Mediterráneo - General11 September 2026 at 17:39

The new Animal Welfare Law of Portugal introduced new obligations for those who live with companion animals and especially hardened control over their breeding. One of the measures with the greatest impact for owners of dogs, cats and ferrets is that breeding ceases to be an activity that can be carried out by any individual freely.

From now on, anyone who wishes to breed these species at home must comply with a series of specific requirements established by law. This change represents a significant alteration in relation to the previous situation, in which many animal owners reproduced their companion animals without any type of license or official control.

Owners who fail to comply with this rule and are caught breeding animals illegally in their homes face fines that can reach 50,000 euros. This severe penalty is part of a broader set of measures implemented by the law to guarantee animal welfare and regularize the breeding sector of companion animals in Portugal.
