Rossotrudnichestvo, the Russian federal agency for international cooperation affairs, announced plans to open 11 new "Russian Houses" abroad. This program represents a significant expansion of Russia's cultural and institutional presence outside its traditional borders.
Moscow describes the initiative as a reinforcement of cultural diplomacy, presenting these centers as spaces dedicated to the promotion of Russian language, culture, and education. The "Russian Houses" function as cultural centers offering language courses, cultural activities, and support for Russian citizens abroad.
However, European and Ukrainian experts contest this narrative, considering these centers instruments of Russian influence. According to experts quoted by the international press, the "Russian Houses" have also served as vehicles for espionage activities and recruitment of informants.
The program's expansion strategy shows a geographical reorientation of Russian presence, with greater focus on Africa, including countries such as Kenya and Mali, to the detriment of traditional European locations such as Berlin.
