The representative taxi associations and the Lisbon City Council signed today the fixed fare protocol for journeys originating at Humberto Delgado Airport, which will take effect on October 15. The agreement creates a self-regulation regime designed to reinforce price transparency, improve service quality, and protect users during a transitional phase until the approval of a specific municipal regulation for the sector. This protocol had been demanded for over a decade by the representative taxi associations.
Starting mid-October, the fixed prices for trips originating at the airport will be 16 euros for zone 1, which covers the parishes of Alvalade, Areeiro, Avenidas Novas, Beato, Lumiar, Marvila, Olivais, Parque das Nações, Penha de França, and Santa Clara, and 19 euros for zone 2, which includes Ajuda, Alcântara, Arroios, Belém, Benfica, Campolide, Campo de Ourique, Carnide, Estrela, Misericórdia, Santa Maria Maior, Santo António, São Domingos de Benfica, and São Vicente. During nighttime periods, weekends, and holidays, the rates rise to 20 and 23 euros, respectively.
The protocol was signed by the Portuguese Taxi Federation, ANTRAL, ANA – Aeroportos de Portugal, and the Lisbon Tourism Association. All participating taxis must provide electronic payment methods, including bank cards and MB Way, with any additional charge for card use being prohibited. A credentialing system will also be implemented for operational access to the taxi rank, where vehicles will be identified by license plate and drivers will need to pass a card through the barrier system.
The Lisbon Airport taxi rank has been the subject of inspections over the years due to passenger complaints, especially from tourists, who report excessive charges and destination refusals. In the last PSP inspection operation in August 2026, 67 violations were detected in approximately 100 taxis inspected. The rates established in the protocol are not official tariffs imposed by the City Council, but rather prices defined by the Lisbon Tourism Association and voluntarily accepted by the participating taxi associations.
