Coimbra City Council identified 112 new degraded properties where it intends to initiate rehabilitation procedures, after already notifying dozens of owners. According to the mayor, Ana Abrunhosa, who spoke during the Municipal Assembly, ten buildings are already under reconstruction following these notifications. In total, the municipality notified 67 additional owners to the 109 previously identified.
The council has favored a gradual and collaborative approach with owners, seeking that interventions be carried out voluntarily in a first phase. Several owners have started rehabilitation processes, with some cases in the final licensing phase, properties with new owners preparing interventions, and others where works are already underway.
Coercive works continue to be used only as a last resort. So far, one such procedure was triggered for the building on Rua da Fornalinha, which collapsed in December 2025. In that case, the Council took administrative possession of the property, carried out the necessary interventions, and the building was subsequently acquired by the Coimbra Viva fund, mostly owned by the municipality.
The municipal survey focuses primarily on Baixa and Baixinha, also covering Avenida Emídio Navarro and Praça da República. The Council also indicated it is able to proceed with expropriation for public utility of one building, forced sale of another, and administrative seizure of two properties. In addition to degraded properties, 237 vacant properties were flagged, corresponding to buildings without use for extended periods.
