Supreme Court Minister André Mendonça determined this Wednesday the release of Romeu Carvalho Antunes, son of lobbyist Antonio Carlos Camilo Antunes, known as "Careca do INSS". Romeu had been imprisoned since December 2025 as part of Operation Sem Desconto, which investigates an alleged scheme of improper deductions from retirement pensions and benefits at the INSS.
Lobbyist Antonio Carlos Camilo Antunes is considered the pivot of the fraud scheme that would have been deducting irregular amounts from the benefits of retirees and pensioners. Operation Sem Desconto was launched to investigate these irregularities at the National Social Security Institute.
In the decision, André Mendonça replaced preventive detention with precautionary measures. Romeu must wear an electronic ankle monitor and surrender his passport, measures imposed as an alternative to detention while the case continues to be investigated.
The release was determined by the Supreme Court minister, who assessed that the precautionary conditions are sufficient to guarantee the progress of the investigations, without the need to keep the son of Careca do INSS in preventive detention.
