The Lobby Law came into effect on July 27, creating rules and a mandatory registry for those representing interests before the State. For the first time, the Portuguese legal system now has a general transparency regime applicable to the interaction between private entities, national or foreign, and public entities.
Gonçalo Boavida, president of the Public Affairs Portugal Association (PAPT), spoke about the new law in an interview with the newspaper "Campeão das Províncias". Boavida states that the entry into force of this law represents a structural change in how Portugal frames the representation of interests before the State.
