Anyone who finds their driving license after requesting a replacement must hand it over immediately to the Instituto da Mobilidade e dos Transportes. According to the IMT, when submitting the request online, the driver declares under oath that the license is not seized by judicial decision, administrative decision, or by a supervisory authority, and that it will be delivered to the agency if recovered. The Model 10 form, used in person to request document reissue, contains the same declaration and warns that false statements may result in criminal proceedings.
Article 2 of the Regulation on Legal Entitlement to Drive states that the issuance of a new title by the IMT automatically revokes the previous one with the same number. Therefore, even if the old license appears valid and contains the same information, it is no longer the current title after a replacement has been issued. The recovered document must be handed over to the IMT, as the driver declared when submitting the request.
The replacement request cannot be made when the license is seized by judicial decision, administrative decision, or by a supervisory authority. The Road Code determines that replaced or duplicate licenses shall not be delivered until certain prohibition or driving ban sanctions have been fully complied with. This condition distinguishes loss from a situation where the license was legally removed from the driver.
The replacement issuance costs 30 euros for most drivers and 15 euros for those aged 70 or over, with a 10% discount for requests made through IMT Online. Since May, those who have their driving license associated with the gov.pt application can also request a replacement through the app, with the new license sent by mail to the address indicated by the driver.
