INEM: counterproposal fails to convince union to suspend strike. New rules for CODU increase tension

Público8 September 2026 at 06:34

INEM presented a counterproposal to the union of pre-hospital emergency technicians that failed to convince workers to suspend the scheduled strike. The document fell short of what had been agreed at the meeting with the Minister of Health, worsening the labor conflict in the management of medical emergencies.

The new rules implemented for CODU, the Emergency Patient Guidance Center, contributed to increased tension between management and technicians. These changes to operating procedures were reportedly one of the points of discord that led to the deterioration of labor relations.

The union of pre-hospital emergency technicians expressed willingness to continue the negotiation process, although it maintains that INEM's counterproposal does not fulfill what was previously agreed. The union is awaiting new proposals that may satisfy the professionals' demands.

An internal deliberation could delay the activation of emergency medical motorcycles, which could impact INEM's response times. This possibility arises at a particularly sensitive time, given the ongoing labor conflict and the proximity of the date set for the strike.

The Minister of Internal Administration, Luís Neves, was heard on Tuesday in the Parliamentary Committee on Constitutional Affairs, Rights and Freedoms, where he provided clarifications to deputies about the recent controversies that have involved him for nearly two months. The regulatory hearing took place hours before the debate on Chega's motion of censure against the Government. Among the topics discussed were suspicions of irregularities in private works on a property in Odemira, the delivery of a trailer seized in 'Operation Pacoba' to a friend contractor, the driving of a car seized by court order in a drug trafficking case, and the alleged non-submission of asset declarations to the Entity for Transparency and the Constitutional Court during his tenure at the PJ. Several of these cases are under investigation by the Public Ministry, the Administrative and Tax Court of Beja, and the Court of Auditors.
