The affordable rents program in Portugal has not yet started, continuing to await the publication of an essential regulation for its implementation. The Ministry of Infrastructure and Housing confirmed that this document is "pending publication," but did not provide a concrete date for its entry into force.

The main uncertainty relates to the operationalization of the platform managed by the Institute for Housing and Urban Rehabilitation (IHRU), which was supposed to function as the central management tool for the program. The Ministry was unable to clarify when this platform will be available and functional.

The affordable rents program was announced as a measure to facilitate access to housing, but its practical implementation continues to depend on regulatory elements that have not yet been finalized. This situation generates uncertainty among potential beneficiaries and landlords who intended to join the program.
