Eight faculty members of Instituto Superior Técnico accused a tenured professor of moral workplace harassment and filed a complaint against him. The Inspeção-Geral da Educação e Ciência (IGEC) designated an external inspector, Inácio Miguel Monteiro Silva, to investigate the case.
The inspector analyzed four matters related to the accusation and sided with the complainants in three of them. He concluded that there were disciplinary infractions and, initially, proposed a fine as punishment, later reducing the proposal to a written reprimand.
Despite the inspector's conclusions, the president of Instituto Superior Técnico, Rogério Colaço, archived the disciplinary process and did not apply any sanction to the accused professor. Colaço also decided that the faculty members who filed the complaint should maintain secrecy about the case.
The decision to archive the process was reported by the newspaper Público in an article published this Sunday. The case generated controversy because it was archived even after the external inspector had identified disciplinary infractions and proposed a punishment.
