Goodbye pension? European Union only 'guarantees' pension payments until this date and new report leaves warning

The European Union's projections on Portuguese pensions only cover until 2070, not because there is a formal guarantee of payment until that date, but simply because the European report used for these projections has that time horizon. A new 607-page report, delivered to the Portuguese government in August 2026, warns that Portugal has a limited "demographic window", which should close in the mid-2040s, to implement gradual reforms to the system. The document, coordinated by Professor Jorge Miguel Bravo, proposes a public notional defined contribution scheme, occupational pension plans with automatic enrollment and changes to early retirement rules. The European Commission estimates that public spending on pensions in Portugal could rise from 12.8% of GDP in 2025 to 15.1% in 2045. The report challenges the optimistic reading of recent surpluses, presenting a consolidated view that includes the deficit of the Caixa Geral de Aposentações, and emphasizes that already granted pensions will be preserved.
