Submarine cable between Portugal and Morocco only with private or EU funding

Jornal Económico4 September 2026 at 23:00

The Minister of Environment and Energy, Maria da Graça Carvalho, revealed that the construction of a submarine electrical cable between Portugal and Morocco is being considered, but will depend on private financing or the European Union. The government official stated that this was the agreement reached with her Moroccan counterpart for Energy, although she acknowledged that the possibility is still in an initial phase of discussions.

According to "Jornal Económico," the project for a submarine "electricity highway" between the two countries is generating concerns in Spain. Maria da Graça Carvalho mentioned that Portugal has an Iberian electricity market with Spain, but when the blackout occurred in April last year, the country had to restart alone, highlighting the need for an energy alternative.

The minister indicated that calculations are being carried out for the project, which represents a high investment, estimated at around one billion euros. The main advantage of this cable would precisely be the ability to help in the recovery of the electrical system in case of a blackout. The statements were made in Castro Verde, in the district of Beja, before the inauguration of a festival in that locality.
