Submarine cable to Morocco only with financing

Observador4 September 2026 at 23:46

The Minister of Environment, together with her Moroccan counterpart, declared that the construction of the submarine cable to Morocco will only proceed if there is private or European Union financing. The two ministers made this statement during a meeting between the governments of the two countries.

The project for the submarine cable connection between Europe and Morocco has been raising concerns on the Spanish side. The neighboring country shows unease regarding the development of this energy infrastructure between the two countries.

The question of financing emerges as the main obstacle to the realization of the project. Without the support of private investors or European funds, the construction of the submarine cable cannot proceed, according to the statements by the ministerial officials.

Defending strategic sectors without sovereign wealth fund and state participations

Prime Minister Luís Montenegro announced the creation of a sovereign fund for the Portuguese State to acquire significant shareholdings in strategic sectors such as energy, banking, telecommunications and airport infrastructure. The article, by Alfredo Marques, questions this approach, arguing that the new EU regulation (June 2026) on foreign direct investment control uses political power as an instrument, not intervention in company capital. The author compares the ineffective Portuguese Decree-Law of 2014 with the 'Golden Power' regimes of countries such as France, Germany, Italy and Spain, and criticizes the mixing of strategic objectives with financial returns in the announced fund. He argues that Portugal should instead quickly transpose European legislation into Portuguese law, rather than following a logic of 'doing politics through business'.

Estarreka: ENERGEST optimizes energy efficiency at CIRES

CIRES, a chemical sector company belonging to the Shin-Etsu Group located in Estarreja, once again relied on ENERGEST to optimize the energy efficiency of its facility. The project consisted of integrating a third heat economizer to better utilize the energy from exhaust gases, increasing the overall system efficiency. The recovery boiler, which already produces 35 t/h of saturated steam at 10 barg, was thus enhanced. It should be noted that CIRES has been operating for more than eight years with a Natural Gas Cogeneration Center, which is fundamental for the industry's international competitiveness.
