Experts assess that simply increasing penalties for illegal market-related crimes and organized crime has a very limited effect. During the Illegal Market Seminar, at the closing panel moderated by journalist Fabio Graner from GLOBO, the conclusion was that the greatest obstacle lies in execution failures and the lack of integration between regulatory agencies and public security.
The National Secretary of Justice, Maria Rosa Guimarães Loula, advocated for focusing on illicit assets as the main strategy. According to her, "financial suffocation" should be the priority target within the scope of international legal cooperation. She highlighted civil forfeiture as an innovation brought by the anti-gang law, which allows the recovery of assets to be dissociated from criminal conviction.
Loula emphasized the limitations of isolated solutions, stating that this requires the joint effort of society as a whole. She pointed out that only through coordinated social forces can the complex issues of the illegal market be effectively addressed.
Coaf President Ricardo Andrade Saadi explained the importance of tracing assets for understanding how criminal networks operate. This approach not only helps law enforcement agencies recover illegal proceeds but also reveals the financial flows and operational patterns of illegal activities.
