The five keys of the new financing law that Hacienda will negotiate with the autonomous communities

El Periódico Mediterráneo - General4 September 2026 at 06:29

The Spanish Ministry of Finance (Hacienda) is seeking to approve this Friday the new financing model for the autonomous communities. The model will be negotiated with the autonomous communities, which will have to give their opinion on the proposal.

The autonomous communities governed by the Popular Party (PP) have already rejected the new financing model. Their main objection is that the proposal breaks with the principles of equality and interterritorial solidarity that should govern the distribution of resources among regions.

According to the argument of the PP regional governments, the new model favors the communities that collect less own revenues, to the detriment of those that manage to collect a greater amount of taxes. This dispute arises in a context of political tension between the central government and the communities governed by the opposition.

The article mentions that there are five fundamental keys of the new financing model, although it does not detail them extensively, presenting them as the central point of the negotiations that will take place this Friday.
