From October 5, transport documents used in Spanish territory will have to be mandatory digital, a measure that will affect Portuguese road carriers who perform cabotage operations in Spain. The new obligation arises under the framework of the Spanish Sustainable Mobility Law (Law 9/2025, of December 3) and determines that the documents will now be called Electronic Administrative Control Documents (DeCA).
Drivers will need to have the respective DeCA during all goods transport operations with origin and destination in Spanish territory, including cabotage operations carried out by carriers from other European Union Member States.
The Directorate-General for Road and Rail Transport of Spain, in collaboration with the Instituto da Mobilidade e dos Transportes (IMT), will hold a webinar on September 16, between 11:00 and 12:30, specifically aimed at Portuguese operators who perform cabotage transport in Spain. The session aims to explain the new electronic system and answer professionals' questions, with participation subject to prior registration.
The IMT recommends that Portuguese operators participate in the session and prepare in a timely manner for the new legal obligation, considering that the measure represents another step in the sector's modernization, in line with European trends of administrative simplification and bureaucracy reduction.
