And after the RRP? "Policy creativity" will be needed

Observador1 September 2026 at 10:03

António Costa Silva, former Economy minister and known as the "father of the RRP" (Recovery and Resilience Plan), argued that Portugal needs "policy creativity" for the post-RRP period. His statements come in the context of a reflection on the country's future after the conclusion of this economic recovery plan.

Regarding the defense sector, Costa Silva argued that Portugal should build "two out of three" frigates acquired from Italy. This position suggests a preference for developing national industrial capacity over simply importing military material.

The article comes at a time when debate focuses on what will come after the RRP, the major European financing plan for post-pandemic recovery. Costa Silva, as a central figure in the design of this plan, alerts to the need for new political approaches.
