From REN to pensions, from exams to housing: the themes that marked the rentrées

Público31 August 2026 at 17:38

With the return to political activity in Portugal, parties began testing their arguments against the Government on several fronts. Pensions, housing, taxes and the figure of Luís Neves emerged as the main points of confrontation between the opposition and the executive.

The housing theme became one of the most debated issues during these political rentrées. Opposition parties sought to pressure the Government over the real estate market situation and the policies implemented to address the housing access crisis.

Pensions and taxes also constituted recurring themes in the parties' interventions. The opposition questioned the executive's measures in these areas, trying to gain political ground during the period of reactivation of parliamentary life.

Luís Neves emerged as a relevant figure in this context of political confrontation. Beyond these main themes, elements such as REN and the exams issue also marked the discussions during the rentrée period, reflecting the diversity of concerns that dominated the post-summer political debate.

Government reserves R$ 44.8 billion for parliamentary amendments in 2027

The Lula government reserved R$ 44.8 billion for parliamentary amendments in the 2027 Annual Budget Bill (PLOA), an increase of R$ 4 billion compared to the proposal for 2026. The amount is expected to be higher after Congressional approval, since in 2026, R$ 40.8 billion was reserved, but the approved amount reached R$ 50 billion. Mandatory amendments are those the government is obligated to pay, while non-mandatory ones depend on available space in the Budget. There are three types of amendments: individual, from state delegations, and from committees, each with its own rules for distribution and application.
