ADN proposes that the Republic ensure 75% of the public compensation for the ferry

SAPO Notícias31 August 2026 at 13:49

The ADN party proposes that the Portuguese State ensure 75% of the public compensation needed for the ferry connection between Madeira and the mainland. This position comes within the context of the debate on the financing of the maritime transport service between the autonomous region and the mainland territory.

ADN also advocates that the process should go through an international tender and that the accounts related to this connection be completely transparent. The party considers it fundamental to guarantee open and auditable management of the public resources involved.

According to the party's proposal, the Autonomous Region of Madeira could assume up to 25% of the annual net compensation needed to maintain the ferry service. This distribution would allow a more balanced sharing of costs between the regional government and the government of the Republic.

With this distribution of responsibilities, ADN estimates that at least 200 million euros, at 2026 prices, would be preserved to meet the remaining financial obligations of the autonomous region.

Government reserves R$ 44.8 billion for parliamentary amendments in 2027

The Lula government reserved R$ 44.8 billion for parliamentary amendments in the 2027 Annual Budget Bill (PLOA), an increase of R$ 4 billion compared to the proposal for 2026. The amount is expected to be higher after Congressional approval, since in 2026, R$ 40.8 billion was reserved, but the approved amount reached R$ 50 billion. Mandatory amendments are those the government is obligated to pay, while non-mandatory ones depend on available space in the Budget. There are three types of amendments: individual, from state delegations, and from committees, each with its own rules for distribution and application.
