The Ministry of Education owes 38 million euros to the Polytechnics, according to the Jornal de Notícias this Monday. The debt is related to changes in performance evaluation in the Public Administration and the unfreezing of teaching careers, without the corresponding funds having been transferred to these higher education institutions.
The Polytechnics are public higher education institutions in Portugal that offer technical and professional courses. The situation arises in a context of changes in human resource management policies in the Portuguese public service, which implied additional costs for educational institutions.
The lack of transfer of these funds places financial pressure on the Polytechnics, which have to meet salary and administrative obligations without the corresponding funds from the Ministry.
