The Court of Accounts of the State of Rio de Janeiro (TCE-RJ) determined the suspension of the bidding by the city of Niterói for works on the Roberto Silveira and Raul Veiga tunnels. The decision was made in a preliminary analysis after the court identified a series of inconsistencies in the notice that could restrict competition among participating companies.
The notice provides for an estimated value of approximately R$ 13.8 million for the services. The works include the installation of cementitious panels and the replacement of guardrails in both tunnels, in addition to the implementation of a bicycle path in the Raul Veiga tunnel.
The Municipal Comptroller's Office stated that it will provide all requested clarifications and the necessary information for the TCE's final judgment. The department understands that there were no failures in the preparation and execution of the electronic bidding process.
The city government now has a 15-day deadline to respond to the issues raised by the supervisory body, answering the questions raised in the single-judge decision by the court.
