The Left Bloc demanded that Caixa Geral de Depósitos (CGD) block increases in housing credit and double the so-called "Mortágua tax." This position was expressed in the context of a political debate on the policies of the PSD/CDS-PP executive.

José Manuel Pureza, a figure from the Left Bloc, accused the PSD/CDS-PP Government of being an "agent of chaos." This accusation was directed particularly at the areas of education, health, and housing.
