Being 16 years old is not enough to start working: ACT clarifies rules for minors

The Authority for Working Conditions (ACT) clarified the conditions under which minors under 18 can be admitted to the labor market in Portugal. The organization recalled that the age of 16, by itself, is not sufficient for a young person to start working. According to ACT, there are additional requirements that must be met for a minor to be legally admitted to the Portuguese labor market.

A Spaniard named Ramiro de Heras retired with 43 years of contributions and denounces having suffered a 24% penalty on his pension, which, according to his calculations, results in an accumulated loss of approximately 53,900 euros over 11 years. Spanish legislation applies reduction coefficients to those who retire before the ordinary age, even with long contributory careers, and this reduction accompanies the pension indefinitely. Although Congress approved a motion in November 2025 to exempt from penalties those with at least 40 years of contributions, the law was not changed. The association ASJUBI40 has been running simulations to demonstrate the financial impact of these reductions. In Portugal, there is also no automatic elimination of cuts for those with more than 40 years of contributions, although there is a specific regime for very long careers that allows retirement without penalty from age 60 for those with at least 48 civil years of contributions.
