President guarantees that Venezuela "maintains property and sovereignty" over oil

Venezuela's interim president, Delcy Rodríguez, guaranteed that the country maintains property and sovereignty over its oil resources, despite the agreement signed with the United States. In a speech broadcast by public television on Saturday, Rodríguez responded to statements by US President Donald Trump, who on Friday had announced that the US would take control of 65 billion barrels of Venezuelan oil reserves, describing it as "the biggest oil deal in world history".

Delcy Rodríguez defended that the agreement will allow Venezuela to benefit from capital, technology and operational capacity to support the recovery of the oil industry, which was severely impacted by sanctions. The interim president thanked Trump and the US administration for the efforts dedicated to reaching the agreement, almost nine months after the capture of President Nicolás Maduro by the US army.

According to Rodríguez, the agreement will last 25 years and includes the development of 17 strategic fields with a proven potential of 65 billion barrels of oil and investment exceeding $100 billion. Venezuela will receive minimum royalties of 16% and income tax of 34%, representing almost $19 for each barrel produced and sold. Based on a price of $65 per barrel, the country could receive $209.3 billion over the course of the agreement, with a production target exceeding 1.5 million barrels per day.

Venezuela has one of the largest oil reserves in the world, estimated at 303 billion barrels of crude, representing approximately 17% of global supply. On Saturday, the opposition party Union and Change criticized the lack of transparency of the agreement, arguing that it should be made public, and criticized public management of the sector since 2023.

“É preciso que uma coisa fique absolutamente clara: a Venezuela mantém a propriedade e a soberania sobre os seus recursos”, disse Rodríguez, num discurso transmitido pela televisão pública no sábado.

Na sexta-feira, o Presidente dos Estados Unidos (EUA), Donald Trump anunciou que o país iria assumir o controlo de 65 mil milhões de barris das reservas de petróleo do país sul-americano, no “maior acordo de petróleo da história mundial”.

Mas Delcy Rodríguez defendeu o acordo, sublinhando que permitirá à Venezuela beneficiar de “capital, tecnologia e capacidade operacional para apoiar a recuperação de uma indústria estratégica severamente impactada pelas sanções”.

“Por isso, escolhemos o caminho da diplomacia com os Estados Unidos da América, de forma a transformar a nossa disputa em cooperação. E esta cooperação em investimento, produção, bem-estar e resultados concretos para os venezuelanos”, apontou.

“Agradeço ao Presidente Donald Trump, ao Secretário [de Estado norte-americano Marco] Rubio e à sua administração pelos esforços que a sua administração, bem como a nossa, e toda a equipa venezuelana, dedicaram para alcançar este acordo”, acrescentou Rodríguez, quase nove meses depois da captura do Presidente venezuelano Nicolás Maduro pelo exército dos EUA.

“Queremos ser uma potência energética, um grande produtor de petróleo, um exportador significativo de gás e desenvolver fortemente a indústria petroquímica nacional”, concluiu.

Rodríguez esclareceu que o país receberia ‘royalties’ (compensações financeiras correspondentes ao preço dos hidrocarbonetos nos mercados internacionais) mínimas de 16% sobre as operações e impostos sobre o rendimento de 34%

“Em termos concretos, isto significa que por cada barril produzido e vendido, quase 19 dólares [16,4 euros] vão diretamente para o nosso país”, afirmou.

A Presidente interina da Venezuela revelou que o acordo terá a duração de 25 anos, com uma meta de produção superior a 1,5 milhões de barris por dia.

Tendo como referência o preço de 65 dólares (56 euros) por barril, o país poderá receber 209,3 mil milhões de dólares (180,7 mil milhões de euros) com o acordo, acrescentou.

Na sexta-feira, Rodríguez tinha revelado que o acordo prevê “o desenvolvimento de 17 campos estratégicos, com um potencial comprovado de 65 mil milhões de barris de petróleo” e “um investimento de mais de 100 mil milhões de dólares [86 mil milhões de euros]”.

A Venezuela possui uma das maiores reservas de petróleo do mundo, estimada em 303 mil milhões de barris de crude, o que representa cerca de 17% da oferta mundial, segundo a Administração de Informação Energética norte-americana.

No sábado, o partido da oposição da Venezuela União e Mudança defendeu que o acordo petrolífero com os Estados Unidos deve ser tornado público, criticando a gestão pública do setor desde 2023.
