Waiting for regulatory responses, Valongo City Hall extends support to the Xisto School until the end of the year

Jornal Novo Regional15 September 2026 at 11:03

The Municipality of Valongo will extend until December 31, 2026 the financial support to the "Escola do Xisto – O Nosso Mundo" project, with an investment exceeding 113 thousand euros. The decision was approved at a Municipal Council meeting and allows the continuation of activities providing social, educational, occupational, socio-professional and leisure time services to minors and adults with disabilities and/or incapacity.

The mayor of Valongo, Paulo Esteves Ferreira, stated that this proposal involves a major financial effort by the Municipality, considering it unfair that there are no responses from the central State for this situation. The mayor warned that the lack of clarification from the Government has already taken too long and that there are no similar services in the Municipality for minors with disabilities and/or incapacity.

The extension follows an initial decision in April that approved full financing of the project for a period of four months. In August, the District Director of Social Security in Porto, Fernando Paulo, visited the Escola do Xisto and met the multidisciplinary team of 15 professionals responsible for the facility, reiterating that funding options and alternatives have been studied.

Valongo has been waiting for several months for a response from the Government and Social Security regarding the future of the Escola do Xisto. The Municipality reaffirms its commitment to the continuity of these essential inclusion services, ensuring that the transition between funding models does not compromise the work developed with participants and their families.

Why this matters

Readers in Valongo are directly affected because the municipality is assuming sole responsibility for funding an essential service for people with disabilities, without knowing if the central State will intervene. The decision ensures that participants and their families maintain access to services until the end of the year, but leaves uncertainty about the future beyond December.

Italian Senate approves new contested electoral law, but not by much

The Italian Senate approved the new electoral law on the morning of September 15, with 113 votes in favour, 71 against and two abstentions, introducing changes that now send the bill back to the Chamber of Deputies, where the debate will begin on September 28. The law includes a proportional system with "majority bonus", which automatically grants an additional 70 seats in the Chamber and 35 seats in the Senate to the party or coalition that reaches 42% of the votes, aiming to avoid parliamentary fragmentation and chronic government instability in Italy. Parties outside Parliament will have to collect six thousand signatures to present lists, and voters may write up to three preferred candidates on the ballot. The Five Star Movement and the Democratic Party oppose the bill, accusing Giorgia Meloni of "changing the rules mid-game" to shield the right-wing in power. Final approval is expected in October.

From industry to defense: the seven challenges to Ursula von der Leyen's legacy

The article analyzes the seven main challenges that will define Ursula von der Leyen's legacy as president of the European Commission, since she took office in 2019 until the end of her second term in 2029. It addresses European competitiveness compared to the US and China, industrial policy, capital market fragmentation, energy costs, dependence on Chinese raw materials, European defense, and the development of artificial intelligence. The text underscores that, despite consensus on the diagnosis—based on Mario Draghi's reports—only 15.7% of the 383 recommendations are fully implemented, and that the major challenge remains the capacity to execute at the level of the 27 member states, in a context of trade wars, geopolitical crises, and elections that could alter the political balance in the EU.
