Kiev attacks Russian refinery after US agreement announcement

Ukraine attacked a refinery in Russia's Samara region, in the city of Syzran, after US President Donald Trump announced that Kyiv and Moscow had agreed to refrain from mutually attacking energy-related infrastructure. The attack involved more than 40 Ukrainian drones, causing damage to an industrial facility and several residential buildings, according to the local governor. The Syzran refinery, owned by Russian oil company Rosneft, has a processing capacity of up to 8.5 million tonnes of crude oil per year and had previously been hit five times.

Trump stated that Ukraine had agreed not to attack Russian energy targets and that Russia would do the same. In the same message, the American President stated that the global increase in diesel prices was mainly due to the war between Russia and Ukraine.

Ukrainian President Volodymyr Zelensky emphasized that Ukraine would only refrain from attacking Russian oil infrastructure if it obtained guarantees that Russia would also halt bombings against Ukraine's electrical system, essential energy infrastructure, and food logistics. Zelensky stated that Ukraine is not convinced that Russia has the willingness to comply with the agreement, doubting that Russian President Vladimir Putin is interested in the partial truce.

During the same night, Ukrainian forces also attacked the Rostov region, damaging a logistics center of the e-commerce network Ozon in Taganrog and the Beriev aircraft factory, specialized in the repair of Russian military aircraft. The Russian Ministry of Defense claimed the downing of 222 Ukrainian drones over 15 Russian regions, annexed Crimea, and the Black Sea. Russia invaded Ukraine in 2014 and launched a large-scale military campaign against the entire Ukrainian territory in 2022.
