"Who governs Portugal?". New study traces profile of ministers over 50 years

A study by the Francisco Manuel dos Santos Foundation analyzed the careers of 507 ministers who governed Portugal since 1974, the date of the Carnation Revolution, tracing a detailed profile of these rulers over five decades.

The research revealed that only four ministers took office without holding a university degree, which represents a very small minority of the total number of rulers analyzed during this period.

One of the ministers who assumed the position without a higher education degree was António José Seguro, identified in the study as the current President of the Republic, demonstrating that the lack of university education did not prevent the rise to the highest offices of the State.

The study thus shows that higher education has become an almost universal requirement for holding ministerial positions in Portugal since the post-revolutionary period.
