According to official data from the Gaming Regulation and Inspection Service (SRIJ), Portuguese bettors wagered more than 23 billion euros on online platforms during 2025, equivalent to approximately 63 million euros per day. Approximately 91.30% of bets were placed on casino games, while sports betting contributed 2 billion euros. Based on this volume, licensed operators obtained gross revenue of approximately 1.2 billion euros, with bettors showing preference for slots and football sports betting.
Online gambling has had legal framework in Portugal since the promulgation of Decree-Law No. 66/2015 in April 2015, and the SRIJ is the organization responsible for overseeing and licensing all online gambling activity. This legal framework changed the sector's paradigm in terms of tax collection, defense of consumer rights, protection of minors, and promotion of responsible gambling. However, the Portuguese State obtained revenue of approximately 353 million euros from the taxation of online gambling in 2025.
The SRIJ has already issued more than 1,800 notices for the closure of illegal websites since its establishment, including 95 in the second quarter of 2026. These illegal operators appear to be legitimate services, but operate without Portuguese licensing or with poorly regulated gambling licenses, generally originating from countries such as Cyprus or Curaçao.
In the second quarter of 2026, online gambling continued to grow in Portugal, with more than 248 thousand new registrations, representing an increase of 17.7% compared to the same period last year. The Lisbon region registered 22.1% of bets, followed by Porto with 20.6%, Setúbal with 8.8%, Braga with 8%, and Aveiro with 6.9%. With the introduction of two new licensed platforms and the continuity of regulation, it is expected that the sector will continue to grow in the coming years.
