The study "Who Governs Portugal," developed by the Fundação Francisco Manuel dos Santos, reveals that PSD is the party that most used the party machine to compose governments over 50 years. This is one of the main conclusions of this research on the composition of Portuguese constitutional governments.

The investigation analyzed more than 500 ministers who served in constitutional governments since April 25th. The study shows that not all of these government members met the academic requirements traditionally expected for the exercise of these public office functions.

Among the more than 500 ministers studied, only four took office without having completed a university degree. One of them is António José Seguro, described in the article as the current President of the Republic.
