The state government of Rio de Janeiro signed a seven-month emergency contract with RioCard to keep the company responsible for the system of transferring Single Intermunicipal Ticket (BUI) fare payments to public transport operators. The decision goes against a previous determination by the Court of Auditors of Rio (TCE-RJ), which had ordered changes in the management of the system. The contract was published in the Official Gazette at the beginning of the month and is valid until March of next year.
The hiring process was conducted urgently. The Attorney General's Office (PGE) received the document for analysis on August 18, only two days before the deadline established for the signing of the agreement. The information is available in the Electronic Information System (SEI), which documents the progress of the process.
In the opinion presented by the PGE on August 19, the chief attorney of the Administrative Attorney's Office noted in two distinct moments the need for the analysis to be carried out in a rushed manner. The document's own text acknowledges the emergency circumstances that required the rapid conclusion of the hiring process between Setram and RioCard.
